We are in a moment of unprecedented nuclear peril. Russia has used the threat of nuclear weapons as a shield to pursue its brutal war of aggression in Ukraine, a war against the heroic, determined resistance of the Ukrainian people who are fighting for their homeland, exercising the right of self-defense which is recognized in international law and moral teaching.
